I found it at another town. I'm guessing it is part of the evil package? But you will find it in decorations.

That's congo line is awesome! I found that if you level up a business to 10 and immediately delete it, the people will still be there and in edit mode. It's so cool, I wish we had people to buy and place around town.

Look at the Snowball candles melting down the Snow Globe. Aspen is so creative! "Snowball" is in my town now
