At this time, only Housing and Community, and as a first, the Internet Wonder, gives people and/or vehicles. So far, Decoration items do not.
Tips:
- Optimize the appearance and number of cars and vehicles by placing the house or items next to a road. eta: 6/27--it seems to be no longer true, cars will still appear.
- Cars seem to 1) be at random times and/or 2) have random delays before it finally appears.
- If you find that a vehicle has disappeared, try adding more roads. The more roads you have, the more vehicles will appear, subject to the limit*. The number of roads needed is unknown, so you'll have to experiment.
- Cars and residents do not appear immediately after purchase. You must wait until the item has completed building--this can range from 1 minute all the way to 24 hours. If you own a Big Ben Wonder, the boost associated with it is the reduction of building time by 25%.
- *If an item gives a car and/or a resident(s), the maximum number is one of each kind.
- Multiple items can give the same vehicle/resident. e.g. red convertible
- It is possible that Upgrade Looks also give things, e.g., Toy Store skin gives the skateboarder.
- Testing an item:
Place it in an open green area with nothing around it, not even a road.
Click menu>edit>green check mark
Watch the item, if it does give people, they will eventually appear (it isn't always immediate).
If you want to check for a vehicle, put one piece of road touching the item.
Click menu>edit>green check mark
If it gives a vehicle, the car will appear on that single piece of road.

Yep, it's weird. I don't have a skateboard park. I have a Toy Store and every time I see him, he's coming out of the Toy Store. I guess he is from both.
