It's like with the Olympic bids; cities put in bids years in advance with their proposed plans for the event. The NFL commissioners then decide. New Orleans and Miami both have 10 a piece after this year's Super Bowl.

Ok I'm in just not much of a fan of Pro football although I did go to a game at Texas Stadium once to watch my daughter and her high school drill team perform at halftime and took my youngest one to a Jonas Bros concert at the Cowboy Stadium.
