I don't quite understand your question. You only need to change location if you want to franchise with coins. After you have bought the business, you are free to change to any other location if you like.

Do note that this is at your own risk, and I certainly am not encouraging it, just letting you know that it can be done. From past reports, changing locations can cause you to lose your town.
